i think u can consider use the budget to buy power Cpu or SSD...
SSD can help u zone in and loading fast..
But i think CPU more imporatnt than SSD...

if u dont buy SSD and use 200 US to buy cpu..u can choose the AMD 8-core cpu..

AMD 8-Core FX-8120 3.1GHz/16M CPU [AM3+] FD8120FRGUBOX <around 180US in HK...

Black Edition in AMD seems OC unlocked? (if my memory is right...)
i think its no need to OC to play EQ...also OC is harmful to computer..just buy a powa CPU
is ok...

1.99.99 for power source its a bit overkill. around 40usd can get a decent one. i have a used a 30 bucks one for 5 years.
2.u may also save 20 usd on case, coolermaster is a good brand with some lower end box if you dont care too much about the look.
3. SDD is ok
